Randolph Planning & Zoning Department

The Board of Selectmen appoints the Zoning Administrator for a three-year term. Responsibilities include the issuance of zoning permits (building permits, sign permits, subdivision permits, septic disposal system permits, etc.) and enforcement of zoning regulations.

The Planning and Zoning Office is comprised of four components: Zoning Administrator, Planning Commission, Development Review Board and Conservation Commission. All of these components are governed by Title 24 Chapter 117 of the Vermont Statutes Annotated (24 VSA Ch. 117 - a.k.a. "The Development Act").

Zoning Administrator
The Village of Randolph has had zoning regulations since 1933. In 1965, zoning regulations were adopted for the entire Town of Randolph. For more information on the history of zoning in Randolph, click here. The Development Act calls for an Administrative Officer to administer and enforce zoning regulations. In Randolph, as elsewhere in Vermont, this person is called the Zoning Administrator. Mardee Sánchez has been Randolph's Zoning Administrator since 1996. Her office is in the Municipal Building at 7 Summer Street, phone number (802) 728-9724, fax number (802) 728-5818 and e-mail zoning@municipaloffice.randolph.vt.us. Her office hours are Tuesday - Thursday 8:30 AM - 1:30 PM.

The current Zoning Regulations require zoning permits to be issued prior to any construction or development of property in Randolph. The Zoning Administrator is the official that issues zoning permits. If the development involves a use other than a one- or two-family dwelling or a subdivision, a permit cannot be issued by the Zoning Administrator until the appropriate approvals have been granted by the Development Review Board.

The Zoning Administrator is the municipal official that maintains all municipal records for permits (zoning, subdivision, water, sewer, road access, etc.). While it is preferred that the records be searched during the Zoning Administrator's office hours, the records are available for viewing during the general hours the Municipal Building is open. Assistance may be obtained from the assistant Town Clerk, Linda Nissl, in searching the records, as her time permits, when the Zoning Administrator is unavailable.

The Zoning Administrator is also the Sewage Officer and the Sign Officer, responsible for administering and enforcing the Randolph On-site Sewage Disposal System Ordinance and the Sign Ordinance, respectively.
